This ICR is approved without change. However, upon next submission, SSA will consider using skip patterns on the form so that it is more clear to the respondent which questions he/she needs to answer depending on their responses to "screening" questions (questions 1a, 1c and 2a). Because this form is a high-volume collection, SSA will have also investigated ways to make this form available electronically. Upon resubmission, the form should either be available electronically or SSA will discuss in the supporting statement the possible alternatives it explored and why there were not feasible. This discussion should go beyond a declaration of limited resources and explain why, despite being a high-volume ICR, this ICR is not considered a high priority for electronic availability. The discussion should also include information about the criteria SSA uses to determine which ICRs are high priority and will therefore be made available electronically.

SSA must ensure that eligibility for benefits continues after entitlement. Studies show that mothers/fathers who marry fail to report the marriage and or the fact that they no longer have a child entitled in their care. SSA uses the SSA-1588-OCR-SM to ask mothers/fathers about their marital status and children in care to detect overpayments and avoid continuing payment to those no longer entitled. Respondents are recipients of Survivor mother/father Social Security benefits.
