The changes detailed in this request are the result of the implementation of the Air portion of the Western Hemisphere Travel Initiative (WHTI). Adjustments in burden and costs are due to increase in number of passport requests because of this rule requiring passports for all travelers departing from/arriving to the United States at air ports-of-entry from within the Western Hemisphere.
As a result of this new rule implementation, it is estimated that passport requests will increase by 1.8 million, resulting in a corresponding increase in burden hours of 2.55 million hours and a corresponding increase in respondent costs of $205.2 million.
