Consolidated Annual Report (CAR)

Updates and Changes Made for 2006-2007 Reporting


The following is a list of changes and improvements made to the CAR instrument and reporting instructions. Modifications were made to streamline data submission and improve the utility of the Excel and Web-based approaches for data submission.



Cross cutting Changes


Student Enrollment Forms


All States will report disaggregated student enrollment data to the Department. This includes reporting students within the 16 career cluster areas using the CIP codes crosswalk by gender, ethnic and special population categories.


Student Outcome Report Forms


OVAE has included three new reports on student outcomes to align Perkins III with the Office of Elementary and Secondary Education (OESE) No Child Left Behind (NCLB) Accountability data requirements. This new info will assist states transition to the new Perkins IV Acts.


These new indicators include:


  1. assessments in reading/language arts described in section 1111(b)(3) of the ESEA administered State-wide in high school,

  2. assessments in mathematics described in section 1111(b)(3) of the ESEA administered State-wide in high school, and

  3. the State’s graduation rate measure (as described in section 1111(b)(2)(C)(vi) of the ESEA).




Instructions


OVAE has revised instructions to conform to changes made to the student enrollment forms, clarified instructions and included helpful cell mouse rollover pop-ups for users inserting data within the Accountability Non-Traditional Performance web-based data collection forms.

Number of Students in the Numerator


Grand Total (Cell C1) - The number of students in underrepresented gender groups enrolled in a nontraditional program (e.g. number of females enrolled in programs nontraditional for females plus the number of males enrolled in programs nontraditional for males) in the reporting year


Male (Cell C2) - The number of male students enrolled in nontraditional programs for males in the reporting year.


Female (Cell C3) - The number of female students enrolled in nontraditional programs for females in the reporting year


Gender Unknown – Cell C4



Number of Students in the Denominator


Grand Total (Cell D1) - The number of all (male and female) students enrolled in nontraditional programs in the reporting year


Male (Cell D2) - The number of male students enrolled in nontraditional programs


Female (Cell D3) - The number of female students enrolled in nontraditional programs
