The Wendell H. Ford Aviation Act for
the 21st Century requires, among other things, that the Deartment
review all complaints that airlines receive "alleging
discrimination on the basis of disability and shall report annually
to Congress on the results of such review". The Department's
regulation implementing this requirement mandates that most
carriers conducting passenger service to submit an annual report
detailing the disability-related complaints received in the prior
calendar year.
