OMB is granting
an 18-month approval of this survey. The requested three-year
approval is not granted because DOT improperly answered no to the
question, Does this IC contain surveys, censuses, or employ
statistical methods? and did not complete Part B of the Supporting
Statement. In its next submission, DOT must complete Part B and
describe and justify the survey methodology so that OMB can
properly assess the practical utility of the information DOT
collects. DOT should also remove the cost burdens because they are
a monetization of the burden hours. The agency is reminded to avoid
such double-counting of burden.

This information collection will be
used to assess the satisfaction of users with FMCSA's strategic
decision to integrate its IT systems with its business processes
under a modernization initiative called COMPASS.
This program change is due to a
new information collection that will be used to assess the
satisfaction of users with FMCSA's COMPASS modernization initiative
that integrated its IT processes with its business processes. This
program resulted in an first year burden increase of 25,106 hours
and $449,518 cost to respondents.
