OMB is granting an 18-month approval of this survey. The requested three-year approval is not granted because DOT improperly answered “no” to the question, “Does this IC contain surveys, censuses, or employ statistical methods?” and did not complete Part B of the Supporting Statement. In its next submission, DOT must complete Part B and describe and justify the survey methodology so that OMB can properly assess the practical utility of the information DOT collects. DOT should also remove the cost burdens because they are a monetization of the burden hours. The agency is reminded to avoid such double-counting of burden.
