with 5 CFR 1320, the information collection is approved for a
period of two years. During this approval, the agency should work
with OMB to address issues of nonresponse bias in these surveys. In
the next request for approval, the agency must include, at the very
least, a plan and timeline for addressing nonresponse bias.

There is a change in the
frequency of the national surveys from every 2 years to every 3
years; the response time to complete an individual questionnaire
from 45 to 60 minutes; inclusion of the biennial Oregon Christmas
Tree Production Survey and the addition of non-respondent counts to
total response resulted in the decrease of -3,245 hours.
