The burden increase of 274 hours is attributable to the differential increase in average burden respondents will incur in filling out the newly added F-12A Form. The F-12A will be completed by a portion of the respondents currently filling out the F-12. Respondents will not fill out both forms. The F-12A has a greater average burden than the F-12. More information on the newly incorporated F-12A Form can be found in the written justification that accompany's this nonsubstantive change request.
