SUBJECT: Transmittal -- OMC83C Package for NCLB Consolidated State Performance Report (#1810-0614), 2005-2006


I am forwarding under OMB83C three (3) proposed modifications to the NCLB Consolidated State Performance Report CSPR (#1810-0614) for the 2005 - 2006 school year data collection. The modifications are technical modifications:

  • Modification #1 changes race/ethnicity designations to make them consistent with EDEN race/ethnicity designations. ED has established a 3-year timeframe for SEAs to report the new race/ethnicity categories. For FY 05-06 EDEN categories are consistent with the race ethnicity categories in CSPR 04-05. During recent modifications to CSPR for 05-06, OMB requested that ED change the CSPR categories to reflect the new designations. ED made the changes without catching the discrepancy between CSPR and EDEN. The categories in CSPR need to be consistent with the categories in EDEN for 05-06 in order for EDEN to pre-populate the CSPR. ED will request future modifications to CSPR race/ethnicity categories consistent with the established timeframe for making modifications to race/ethnicity in EDEN.


  • Modification #2 adds a 5th column to Table 1.6.3.1 (English Language Proficiency (ELP) Assessment Data for All LEP Students in the State)

so that Table 1.6.3.1 will be consistent with 1.6.3.3 (English Language Proficiency (ELP) Assessment Data for LEP Students in the State Served under Title III). Currently, 22 SEAs use proficiency assessments that measure and report five (5) ELL proficiency levels. In the 04-05 CSPR, Tables 1.6.3.1 and 1.6.3.3 only provided columns for states to report proficiency assessment data for 4 proficiency levels. Table 1.6.3.3 was modified under previous technical amendments so that SEA’s would be able to report complete assessment data. Table 1.6.3.1also needs to be modified to allow SEA’s to report complete data.


  • Modification #3 changes the staff designation, Instructional Aides in Table 2.1.4 to Instructional Support and non-Instructional Paraprofessionals. These change will alleviate confusion in the states about which staff include in the Instructional Aides category and will make the CSPR staff designations consistent with the EDEN designation for pre-population purposes and consistent with the legal designations legislative language for the staff category.


No new data elements are being requested. ED estimates that these changes will result in no additional burden hours.


ED expects to administer the CSPR online during November 2006. SEAs will be asked to submit Part I of the CSPR to the Department on or before December 1, 2006. Part II will be due on or before February 1, 2007. Because of the need for these additional modifications, ED is now working under an extremely tight timeline to meet the expected timeframe for States to report. EDEN staff is anxiously waiting final approval of all modifications to the CSPR so that they can make modifications to the online submission tool and have it available to States online no later than November 1, 2006, 30 days before the reporting deadline for Part I.
