SUBJECT: Review for Collection: OMB No. (02841)1810-NEW-v.1


Attached for your review and clearance, please find a paperwork package OMB (02841)1810-NEW-v.1. This package is new (with a proposed expiration date of 10/03/10).


We are requesting approval of a new information collection that is necessary to implement statutory requirements for data collection under the Title I, Part C Migrant Education Program (MEP). The collection is necessary to establish a set of minimum data elements to be collected and transferred between State migrant education programs as part of a larger mandated Migrant Student Information Exchange (MSIX). The MEP is authorized under sections 1301-1309 of Part C of Title I of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind (NCLB) Act. The MSIX and the minimum data elements are authorized specifically under Section 1308(b).


We are submitting this package for final OMB review/clearance of the data burden associated with the collection of the minimum data elements for the MSIX. In this current package, we estimate 382,508 total annualized hours representing 17,885 total annual responses from the 49 SEAs with MEPs


Please note that this current version of the package reflects the Department’s response to Federal Register notice comments received on the package over a 60-day public comment period that ended July 30, 2007. [The comments we received were helpful in further refining our draft information collection, and, as a result of the public comments the Department received, the number of proposed minimum data elements has been reduced to 66 data elements from our originally-proposed 73 data elements. The estimated data burden has also been reduced to from the 452,470 we originally proposed.] We continue to estimate 17,885 total annual responses as this reflects daily electronic, automated updates from the State’s migrant student databases to the MSIX.
