This ICR is approved on the understanding that teachers in the control group will receive Thinking Reader software and trainng after the intervention has been completed. Because there is not planned targeted recruitment of ELL schools in thsi study, ED should not report on this subgroup unless sufficient sample size has been attained. Also, ED and NCEE are reminded that no recruiting--formal or informal--is permitted for a study prior to OMB approval, per the PRA. NCEE should take steps to ensure that the regional laboraties are aware of this requirement.
