1) Common Core
of Data. Within six months of this clearance, Education will
provide to OMB a written update on progress towards collecting
Common Core of Data (CCD) via EDEN/EDFacts, including an assessment
of data quality. In addition, OMB looks forward to seeing the
procedures document ED has agreed to prepare between EDEN/EDFacts
and NCES staff. 2) Status of State submissions. At the beginning of
the collection cycles, ED will provide to OMB the timeline for when
data are due and the timeline for data checks. In addition, ED will
report to OMB on the status of State submissions, including the
extent to which State submissions are complete, and the areas in
which they are complete. The timelines would be provided annually.
The State status reports could be either quarterly or
semi-annually. 3) Publicly available document on phase-in policy
for data elements. Within three months of clearance, ED would post
on its website the policy for transitioning in data elements. 4)
Reports on data governance. ED will report quarterly on the
development of its data governance plans, policies, and procedures.
Once the policies and procedures are established, ED will provide
them to OMB in written form, and report annually on major data
governance issues. 5) Status of implementation and training within
ED. ED will report periodically, and no less than annually, on the
extent to which EDFacts is being used within the Department and the
extent to which personnel have been trained to use it.

EDFacts is in the implementation phase
of a multiple year effort to consolidate the collection of
education information about States, Districts, and Schools in a way
that improves data quality and reduces paperwork burden for all of
the national education partners. To minimize the burden on the data
providers, EDEN seeks the transfer of the proposed data as soon as
it has been processed for State, District, and School use. These
data will then be stored in EDFacts and accessed by federal
education program managers and analysts as needed to make program
management decisions. This process will eliminate redundant data
collections while providing for the timeliness of data submission
and use.
The difference in burden, a
decrease of 462,000 hours, is a program change resulting from
removing the entire burden for the biennial Civil Rights Data
Collection (CRDC).
