This ICR is approved for one year only, on the understanding that 1) this ICR will be used to implement the "Learning Network" aspect of this initiative, and 2) Medicare patient outcomes data will be pre-processed and de-identified to protect beneficiary privacy. Prior to renewal and the release of Medicare data to CVEs, AHRQ agrees to provide interim reports on the progress made in implementing this program and to share its data aggregation and distribution methodology. When resubmitting this ICR--and in light of critical public comments--the supporting statement and supplementary materials should be revised not only for purposes of improving the collection but also to better inform the public of this initiative, its purpose, and timeline of events over the next several years. In particular, the supporting statement and supplementary materials should 1) explain more clearly the role and function of CVEs (both as standalone entities and also as components within the Four Cornerstones of Value-Driven Health Care), 2) explain how CVEs add value to similar programs already in existence or in development, 3) explain more clearly how this project will be implemented, and 4) respond adequately to public comment.

This project proposes to twice annually post a public call for parties interested in becoming chartered as Value Exchanges for Value-driven Healthcare. Anticipated benefits of being a chartered Value Exchange include 1) participation in an AHRQ-managed Learning Network and 2) access to Medicare patient de-identified provider performance measurement results.
