The adjustment in burden hours for this collection has increased from 367 hours to 39,024 hours. The number responses for this collection has increased from 2200 responses to 234,142. Although the hour per response for FEMA Forms 90-1 and 90-31 remain the same, the burden increase is due to the results of the massive devastation from hurricanes Katrina and Rita. These burden estimates do not indicate normal burden, but represent an estreme case burden during a catastrophic disaster.
