Short Statement: There are new registrants with NFA that must comply with the regulation. Once the registrants have sent the notice once, their time burden and cost burden is greatly reduced since they can simply regnerate the old copy and mail it out with other annual notices. Note: There was an error in the 2004 cost calculation that was not caught at the time.
