is approved with the understanding that the purpose of the program
is to spot-check, without statistical support, the continuing
efficacy of mandated emission control technologies. The information
gathered in this collection may not be used to demonstrate
manufacturer compliance or noncompliance with requirements, support
statements about the efficacy of families of emission control
technologies, or demonstrate or predict the efficacy of EPA
programs to restrict emissions. OMB does not believe that this
program provides sufficient data to make a finding that a
substantial number of vehicles in a class or category do not
comply with the emissions requirements. The agency should provide
information to OMB when requesting additional approvals of this
information collection on any enforcement actions taken based on
the data gathered under this approval.

EPA's in-use testing program provides
a spot-check audit of manufacturers' compliance with the provision
of the Clean Air Act. Vehicle owners who volunteer to participate
are required to provide information regarding their vehicle before
it is eligible to be accepted for testing. The required information
includes identification of the vehicle, scheduled maintenance
records where available, problems with the vehicle, etc. This
allows the Agency to procure properly maintained and used vehicles
for testing.
