This non-substantive change is to
transfer the on-road portions of the Motor Vehicle and Engine
Compliance Program Fees burden from 0783.47 to ICR 2080 (OMB
2060-0545). The latter was a rulemaking ICR covering the addition
of recently regulated "off-road" categories of engines to the MVECP
fees program. Covering all the fees, both on-road and off-road, in
one ICR is a logical reorganization, because all fees are in fact
now processed as a single system, with the help of a single
contractor, and using the same fees staff; also, the on-line fee
filing form now combines both on-road and off-road categories, and
the other forms, both paper and electronic, also cover both
categories. This is also another step in disaggregating the large
0783 ICR into more easily analyzed and transparent units. This
submission uses the 0783.47 baseline because subsequent changes to
0783 have not yet been approved at this writing by OMB.
