NTIA is proposing to implement a
program to provide $40 coupons to consumers for use towards the
purchase of digital-to-analog converter boxes. The converter boxes
are necessary for consumers who wish to receive broadcast
programming over-the-air using analog-only televisions after the
date that full-power stations are required to cease analog
broadcasting. This information collection requires retailers to
certify that they will adhere to and enforce the conditions of the
coupon program.
Since this information
collection was approved, the program has found it necessary to
collect additional information from retailers to ensure, among
other things, that: (1) retailers are timely reimbursed; (2)
retailers are legitimate; (3) there is sufficient information
regarding the availability of converter boxes; and (4) there is
information available as to the geographic location of converter
boxes. This additional information is required to be available by
January 1, 2008. In order to meet this deadline, the information
needs to be collected as soon as possible.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
