Explosives in international freight containers must prepare a
statement that the container has been inspected and meets
structural serviceability provisions in the HMR. Packers/loaders of
freight containers for vessel transport must provide the vessel
operator a serviceability statement & that the container is
properly packed/segregated.
On behalf of this Federal agency, I certify that
