47 CFR Parts 64 and 68 of the
Commission's rules contain procedures for avoiding unwanted
telephone solicitations to residences, and to regulate the use of
automatic telephone dialing systems, artificial or prerecorded
voice messages, and telephone facsimile machines. The Commission
believes that the recordkeeping requirement is the best means of
preventing unwanted telephone solicitations.

The Commission reevaluated the
burdens associated with this information collection and concluded
that due to the fact that the registry has been in effect for
nearly 4 years, thereby reducing the burdens on telemarketers that
must comply with it. Therefore, the total number of respondents and
the total annual cost burden have decreases for this information
collection. There are no program changes to this information
collection.
