Abstract: PHAs are required to submit annual and 5-Year Plans to HUD for tenant-based assistance and operating subsidies. These plans advise HUD, residents, and members of the public of the PHA's mission for serving low-income and very low-income families, and the PHA's strategy for addressing those needs.
