EPA is amending the New Source
Performance Standards (NSPS) for Equipment Leaks of VOC in
Petroleum Refineries (40 CFR part 60, subpart GGG) and the NSPS for
Equipment Leaks of VOC in the SOCMI (40 CFR part 60, subpart VV).
EPA is also promulgating new standards in subparts VVa and GGGa.
NSPS Subpart GGG references NSPS Subpart VV for compliance; NSPS
Subpart GGGa references NSPS Subpart VVa for compliance. This
information collection request (ICR) builds on the previously
approved ICR by convering the information collection requirements
for sources subject to subpart GGG and the additional reporting and
recordkeeping provisions required for sources subject to subpart
GGGa. Potential respondents include 45 existing sources and 10 new
sources per year over the next three years. Under the new standards
in subpart GGGa, sources are required to maintain records of daily
instrument calibration drift checks, all instrument readings, and
the results of weekly pump inspections.
The new standards in subpart
GGGa require additional recordkeeping and reporting activities to
help ensure compliance with the existing standards in the rule.
These activities include maintaining records of all instrument
readings so that inspectors can track changes for specific
equipment. Sources are required to keep records of monitoring
instrument calibrations to help inspectors assess the accuracy of
leak measurements. Sources are required to keep records of the date
and findings of weekly visual inspections of pumps to document
compliance with the inspection requirement and identify leaks, if
applicable.
