This information collection is intended to improve safety on board commercial fishing industry vessels. The requirements apply to commercial fishing vessels and seamen on such vessels. Respondents are owners, agents, individuals-in-charge of commercial fishing vessels, and insurance underwriters.

The change (i.e., decrease) in hour burden is an ADJUSTMENT and is strictly due to a decrease in the vessel population. The Coast Guard now uses a relatively new data base--MISLE--for estimating vessel populations and this allows us to more accurately estimate the vessels impacted by this COI. The methodology for estimating hour burden per respondent per year remains unchanged. The change in the number of responses is due to a change in the estimated number of vessels. The methodology for estimating the number of responses per year remains unchanged.
