Under RM08-05-000 NOPR, FERC is amending its financial reporting requirements for the quarterly and annual financial reporting forms for public utilities and licensees and proposing changes to improve the forms, reports and statements to provide, in fuller detail, the information the Commission needs to carry out its responsibilities under the Federal Power Act (FPA) to ensure that rates are just and reasonable, and to provide public utility customers, state commissions, and the public the information they need to assess the justness and reasonableness of electric rates. Public utility customers need ready access to data to make informed assessments regarding the propriety of the rates charged, particularly customers of utilities without formula rates. The NOPR proposes changes that would require public utilities to provide additional information regarding implementing formula rates and affiliate transactions.

The data now reported in the forms lacks certain information that the Commission believes will better permit the Commission and the public to evaluate the filers’ jurisdictional rates. The additional information proposed to be collected by the NOPR will increase the forms’ usefulness to both the Commission and the public. Without this information, it would be difficult for the Commission and the public to assess utility costs, and thereby ensure that utility rates are just and reasonable. The Commission has determined that dependable, affordable, competitive wholesale energy markets require an adequate infrastructure, balanced market rules, and vigilant oversight. This proposed rule helps in achieving the goal of vigilant oversight by providing the Commission with more timely, relevant, reliable and understandable information from jurisdictional participants in the energy markets.
