Circular 9045.1 NEW FREEDOM PROGRAM GUIDANCE AND APPLICATION
INSTRUCTIONS as a supplemental document to this ICR. The agency is
reminded that critical documents such as instructions for an
information collection must be submitted through ROCIS in the
initial request; such deficiencies are grounds for returning an ICR
as improperly submitted. The collection also appears to be a
violation of the PRA as the circular was issued in 2007 and
applications were collected before OMB approval. Unless FTA can
document why this collection is not in violation of the PRA, DOT
shall report this as a violation in the next ICB. The agency is
reminded that information collection instruments such as
application and reporting instructions must be submitted to OMB for
review and approval prior to the dissemination of such documents.
Furthermore, these instructions should display the PRA required
burden statement and OMB control number. This specific request is
approved for 12-month; prior to resubmission to request and
extension of the approval, FTA will revise the circular to include
the PRA required information or provide an explanation of why it
would not be appropriate. Further, OMB has edited the abstract to
correct a typographical error to read: Americans with Disabilities
Act.

This program authorizes the Secretary
of Transportation to make grants to states and designated
recipients in urbanized and designated recipients in urbanized
areas of 200,000 persons or greater to reduce barriers to
transportation mobility options available to people with
disabilities beyond the requirements of the Americans with
Disabilities Act (ADA of 1990).
