REDUCTION ACT SUBMISSION


APPLICATION FOR GRANTS UNDER THE COLLEGE COST REDUCTION AND ACCESS ACT (CCRAA) OF 2007 PROGRAMS

Predominantly Black Institutions (PBI) Program (CFDA # 84.NEW)


  1. JUSTIFICATION

    1. The Department of Education is requesting approval of a new program application authorized under the College Cost and Reduction Access Act of 2007 (CCRAA).


The programs authorized by CCRAA include the Predominantly Black Institutions program. The program will award discretionary grants to eligible institutions of higher education so that they might increase their self-sufficiency by improving academic programs, institutional management, and fiscal stability.


Information is collected under authority of Part J, section 802, of the CCRAA. The information collection of this discretionary grant application package falls under the Streamlining Plan OMB No. 1890.0001. Collection of information is necessary in order for the Secretary of Education to award grants under the CCRAA of 2007.


    1. This collection of information is gathered electronically by the Department for the purpose of obtaining programmatic and budgetary information needed to evaluate applications and to make funding decisions based on the authorizing statute and the published selection criteria.


    1. The Office of Postsecondary Education is committed to the reduction of paperwork and has been collecting this information electronically since 2000. Electronic submission of applications has reduced the burden of both the applicants and Department of Education staff.


    1. Since the information submitted in this application is unique to each respondent and to the authorization legislation, no duplication exists.


    1. This collection of information does not involve small business or other small entities.


    1. The Department will use the data collected to make new grant awards. A competition will be held to make new awards to first-time grantees for the program. Successful applicants are only required to respond to this information collection once. The information must be collected to be able to evaluate applications and make funding decisions based on the provisions in the authorizing statue and the program regulations.


    1. There are no special circumstances as outlined in #7 of the instructions.


    1. The Departments Regulatory Information Management Group will solicit public comment on this collection in the Federal Register IDUES staff will respond to any questions or comments resulting from the publication of the information collection in the Federal Register as required by 5 CFR 1320.8(d).


    1. The Department will not provide payments or gifts to respondents.


    1. No assurance of confidentiality will be provided to respondents.


    1. Questions of a sensitive nature are not included in this information collection.


    1. The estimated burden hour of this collection of information is 35 hours. We estimate approximately 130 respondents. Applications will be submitted electronically.
