Addendum to the Supporting Statement for the

Terms of Clearance


OMB placed the following Terms of Clearance on OMB No. 0960-0669 in 2006:


SSA plans to consolidate this collection with the Social Security Number Verification Service (SSNVS) (0960-0660) during the next approval cycle for SSNVS. SSNVS is currently scheduled for renewal in 4/2008; SSA should plan to complete the consolidation on or before that date.


In order to comply with these Terms, SSA is consolidating the SSNVS and EVS clearance packages at this time. OMB cleared EVS under number 0960-0669, which expires April 30, 2009. Since OMB requested that SSA complete a consolidation of EVS and SSNVS on or before the expiration of SSNVS, we are consolidating them within this clearance package. The Supporting Statement shows this change.


Revisions to the Collection Instrument


Revisions to EVS:

SSA discontinued the use of magnetic media for EVS verifications beginning in October 2007 since they can use SSNVS with the results available the next business day, much timelier than with the magnetic media. Also, documentation for the remaining EVS processes, namely paper listings and telephone, are being included as an addendum to the SSNVS handbook.


Addition of TNEV:

SSA’s Social SSNVS Internet employer verification function currently gives employers the ability to verify employee SSNs online and through a batch file upload. It also uses a rigorous registration, role request, and authentication process provided by the Integrated Registration for Employer and Submitters service. Individuals who do not have access to the Internet or who do not wish to use the Internet must call the National 800 Number or the Employer Reporting Branch in the Office of Central Operations (OCO) to speak with an agent, contact a Field Office, or send a paper listing to the Wilkes Barre Data Operations Center to verify employees’ SSNs.


The National 800 Number - Employer Verification (TNEV) automated telephone application will provide employers/third-party submitters who call the National 800 Number Network (N8NN) and the Employer Reporting Branch the option of using speech recognition technology to verify up to 10 employee SSNs. Only callers we authorize to use SSNVS can use the automated telephone process.


The TNEV application will not replace any existing processes for employer SSN verifications. Despite the number of employers who use SSNVS, many employers still contact SSA via phone to request SSN verifications.


The Agency will make employers aware of the new automated telephone process by updating media that the Agency provides employers regarding the SSN verification process.


We have scheduled TNEV for implementation in FY 2008.
