EPA received Information Collection Request (ICR) approval, OMB Control Number 2030-0020 with an expiration date of April 30, 2009, for collection of General Administrative Requirements for Assistance Programs. This includes administrative and financial information collection from assistance award recipients in support of the Agencys oversight responsibilities. The financial information is collected on a statistically determined and random basis spread over the various types of organizations receiving funds from EPA. EPA has taken this OMB approved financial information and placed it in a newly developed form in order to ensure consistency of the data gathered. EPA Form No.6600-01 is attached for your consideration as we are requesting to have it incorporated into OMB Control Number 2030-0020. At the onset of the ICR OMB Control Number 2030-0020 the agency put in place safeguards to ensure that no more than 10 per cent of our recipient population receives a data request in any year and that the same recipient is precluded from receiving this information request in consecutive years. The information obtained from our recipients is analyzed to determine if recipients are in compliance with Federal and Agency rules, regulations and guidelines promulgated in the various OMB Circulars (Circulars), Code of Federal Regulations (CFRs), and Agency directives (directives). Additionally it is reviewed to determine if recipients have good business practices, such as consistently applied policies and procedures that safeguard the use of Federal funds. The Agency has taken the entire subject area related to assistance covered in the various Circulars, CFRs and directives and placed them into an easy to follow form that encourages consistency. Recipients are requested to fill out and return the form to EPA. The completed form provides the Agency with needed information to adequately conduct and complete its statistical analysis.
