prospective classes of aliens who intend to establish their
eligibility to immigrate to the United States. The information
collected on this form is reviewed by the U.S. Citizenship and
Immigration Services (USCIS) to determine if the petitioner may be
qualified to obtain the benefit.

The Form I-360 instructions are
being amended to comply with section 1244 of Public Law 110-181,
dated January 28, 2008. Section 1244 allows Iraq nationals who were
employed by or on behalf of the U.S. Government to apply for
special immigrant status. USCIS estimates it will take an
additional hour for Iraq Nationals to obtain the additional
evidence. Also, according to the statute the number of Iraq
Nationals who can apply for this benefit is limited to 5,000.

1320.8(b)(3).
