SUBJECT: Clearance of the Fiscal Operations Report for 2007-2008 and Application to Participate 2009-2010 (FISAP), OMB #1845-0030
This memorandum is to inform you that the Department briefed OMB on March 21, 2007 of the proposed changes to the FISAP.
The following are changes from the FISAP filed last year:
Changes were made to the definition of an independent student in the FISAP instructions. These changes were based on the College Cost Reduction and Access Act.
The Community Service matching requirements were more clearly defined in the FISAP and the Reallocation instructions.
A Total line was added in Part II, Section E, for the two fields [Field 23(b) and Field 23(c)] that are being utilized to collect expenditure information for the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) Programs.
