The IFQ Program provides management measures for the commercial fisheries that use fixed gear to harvest sablefish and Pacific halibut. The IFQ Program limits access to the Pacific halibut and sablefish, and crab fisheries to those persons holding quota share in specific management areas. This action adds the option to obtain a temporary military transfer of IFQ for members of the National Guard and military reserves who are mobilized to active duty.
