A rule entitled "Revision to the Commerce Control List: Addition of Certain Engines, Specially Designed or Modified to Propel Unmanned Aerial Vehicles (UAVs) at High Altitudes" amends the Export Administration Regulations (EAR) to add air breathing reciprocating or rotary internal combustion type engines, specially designed or modified to propel Unmanned Aerial Vehicles (UAVs) at altitudes above 50,000 feet (15,240 meters) to the List of Items controlled under Export Control Classification Number (ECCN) 9A991 on the Commerce Control List. Under the License Requirements Section of that ECCN, this rule adds a Regional Stability (RS) control on engines that meet this new control parameter in ECCN 9A991.c.2. An estimated increase of four licenses is expected.
