SSA is seeking extension with revisions of the clearance for the expansion of the user community who will be authenticated as requestors of certain services SSA provides over the Internet, as part of Business Services Online (BSO). In addition to services offered to the employer community, SSA has expanded the types of business services offered through BSO and includes not only annual wage reporting, but also business tax payer identification, electronic records and data exchange in support of SSA programs.


Number of Respondents and Annual Burden


The number of respondents for IRES has increased to 1.3 million due to the addition of new users to be authenticated for BSO conducting business in support of SSA programs and other government agencies. As a result, the Annual Reporting Burden has increased to 43,333 hours.


New Applications Using this Collection Instrument for Authentication


In 2008, SSA will implement new Internet applications for Third Party Bulk Filing and Office of Child Support Enforcement (OCSE) Services. These applications will use IRES as the authentication vehicle, using a PIN and Password. The user will provide the following information, online, for authentication:


  • Name;

  • Social Security Number (SSN);

  • Company Name;

  • Email Address;

  • Work Phone Number;

  • Employer Identification Number (EIN);

  • Date of Birth (DOB); and

  • Self-Selected Password.


This data will be authenticated against SSA’s Numident and Master Earnings files. The questions will be presented on a single page. After registration is completed, the user will be required to agree to a User Certification for Business Services Online and login using the PIN and Password.


Third Party Bulk Filing will allow third parties to file their signed W-3 or Form 6559 with W-2 information all at once instead of submitting individual forms. The OCSE Services will allow for an easier data exchange between OCSE and SSA.
