The purpose of this survey is to ascertain whether the states have adopted two new Healthcare Common Procedure Coding System (HCPCS) codes for alcohol and drug screening and brief intervention (SBI), and to determine factors that may inhibit State adoption of these codes.
Screening, Brief Intervention, Referral and Treatment, or SBIRT, is a high priority for the Office of National Drug Control Policy. It is also a primary focus of the President's Drug Control Strategy. The need for expedience in this survey is closely tied to the winding down of the Administration. The survey responses are necessary for effective execution of the activities associated with the SBIRT Presidential Priority.

Short statement on burden: The burden has increased because of the initiation of this survey action. Surveying State Medicaid agencies about adoption and implementation of HCPCS Codes H0049 and H0050 is important to the effective function of ONDCP's role in implementing the codes. The additional burden is minimal, as State Medicaid agencies are the entities responsible for adoption and implementation of these codes; they will not need to request that information from any other State agency.
