by U.S. exporters provides the basis for decisions to grant
licenses for export, reexport, and classification of commodities,
goods and technologies that are controlled for reasons of national
security and foreign policy.

A change is being made to the
instructions on the back of the form BIS-748P to allow exporters to
submit foreign availability information for items not controlled
for national security purposes along with their multipurpose
application (Block 6). This will make BIS more aware of the foreign
availability of items not controlled for national security reasons.
This is a voluntary collection of information.
