NIH shall submit individual generic clearances to OMB, along with a mini-supporting statements (to include information about research design and analysis, incentives, burden estimates, approaches to address non-response bias, etc). NIH will keep a running tally of burden hours under this collection and will submit a current burden estimate of total burden hours used with each individual submission. OMB will aim to review each IC submission within 21 days; however, OMB approval should not be assumed if not explicitly granted, even if 21 days have elapsed since submission.

The Center for Scientific Review (CSR), NIH is responsible for: formulating grant award peer review policies; receiving most Public Health Service research and research training applications (almost 40,000 a year); assigning applications to peer review groups; and directing scientific and technical review of these applications. Input from our customers is essential to our efforts to improve our operations and provide excellent services.
