INTRODUCTION:
The Defense Security Service (DSS) conducts an annual survey of U.S. cleared defense industry for projected personnel security investigation (PSI) requirements for clearances as part of the Department of Defense (DoD) planning and budgeting process.  If you received this survey email invitation, DSS records indicate that you are the Facility Security Officer for a specific cleared facility or have recently indicated that you are the proper point of contact to complete this online survey by clicking on the link in this email.

The survey will close on May 9, 2008 at 4 PM eastern daylight time.  Responses should only be submitted through the on-line survey.  Please submit your projections by the May 9th closing date.  

DSS will consider a cleared facility’s submission of good faith projections as part of our evaluation process for the Cogswell Award nominations.  DSS is requesting a 100 percent response rate to this census of NISP contractors with reasonable best estimates of anticipated investigative needs by type of investigation for the requested periods.  

BACKGROUND:
PSIs for contractor clearances are centrally funded by DoD under the auspices of the National Industrial Security Program (NISP) for DoD or one of the 23 Non-DoD agencies who have entered into an agreement with the Secretary of Defense (NISPOM paragraph 1-103b).  These PSIs for contractor clearances are submitted through the Defense Industrial Security Clearance Office (DISCO).  

While we understand that projections may be difficult to determine, and are susceptible to change due to circumstances, serious effort to obtain requirements is critical for budgeting of funds for PSIs for clearances.  Failure to obtain sufficient and accurate PSI requirements from cleared Industry can adversely impact U.S. military operations, U.S. government procurement efforts and Industry’s support to these essential activities.   

There are several major changes to the survey.  You will provide projections by type of PSI for clearance for specific DoD and Non-DoD components listed in the survey for only three years of projections (Fiscal Years 2009-2011).  DSS’ analysis of those fiscal year projections is sufficient to project across the Future Years Defense Plan (FYDP).  DSS is also requesting Trustworthiness investigation estimates to provide DoD an overview of these requirements for budget planning.  However, the trustworthiness investigations are funded by an individual DoD component, not through the PSI for clearance budget for the NISP.
