The major components of part 256 include: (1) the 5-Year Leasing Program mandated by section 18 of the OCS Lands Act, 43 U.S.C. 1344; (2) preparing for a lease sale; (3) issuing, maintaining, and ending a lease; and (4) bonding requirements. Requirements for 30 CFR part 250, subpart Q will help assess bonding and other liability issues concerned with decommissioning of OCS facilities.
Due to rulemaking, these are considered program changes. The rule is a complete rewrite of 30 CFR part 256 and one section of 30 CFR part 250, subpart Q. This submission requests 19,499 burden hours and $677,475.
