Short Statement: The change in the burden is an ADJUSTMENT, due to a decrease in the affected vessel population. Per OPA 90, single hull tank vessels are phase-out based on vessel hull design, age and gross tonnage. We expect this vessel population decrease to continue until all single hull tank vessels are phased-out.
