Dear [State Migrant Education Program Director]:

The Office of Migrant Education seeks your assistance in collecting information on the services binational migrant students receive through the Title I, Part C Migrant Education Program. The information you will provide will help in identifying areas that are operating successfully and those that are in need of further refinement and development.

Enclosed please find a State MEP Director Survey on the Binational Migrant Education Program for 2008-09. We understand your busy schedules and have limited the survey to the minimum data elements we feel we need. The state director’s survey is to be completed by you and is divided into the following six (6) sections:

1. Binational Migrant Student Demographics

2. Free Textbook Distribution Program

3. Transfer Document

4. Teacher Exchange Program – Teachers coming from Mexico

5. Teacher Exchange Program – U.S. Educators going to Mexico

6. General Questions and Final Comments

The survey seeks both quantitative information and your thoughts on how to improve the use of the programs in your schools. In some sections, we are more specific and request quantitative data. Please share whatever data you may have available in these areas. You are encouraged to share any additional comments or suggestions for improving our services to the binational migrant student on a separate sheet of paper.

Your responses will be summarized with those of other migrant educators across the country. Please fax the completed survey to the Department’s contractor, Texas State University at San Marcos at (512) 245-0588. The deadline for returning the survey is Friday, September 12, 2009.
