33 USC 494, 502, 511, 513, 514, 516, and 517 authorize Commandant to determine if a bridge is an unreasonable obstruction to navigation under the T-H Act and can require plans and specifications from bridge owner consistent with 5 CFR 1320.6 to apportion costs between U.S. and bridge owner and use as starting point for bridge alteration project.

The change in the number of burden hours between 2005 and 2008 is because of a miscalculation in 2005. The number of estimated burden hours remains the same at 60 hours per respondent but the miscalculation in 2005 showed a total of 180 hours for four respondents per year instead of 240 hours. The changes in cost are based on the changes in hourly rates from 2005 to 2008 for the respondents’ employees and those of the Federal Government.
