SUBJECT : Request for Approval of a new Annual Performance Report Form

for the College Access Challenge Grant (CACG) Program -- Title

VII, Part E of Higher Education Act of 1965, as amended

(OMB No. 1840-NEW).



The purpose of this memo is to request approval of the Annual Performance Report (APR) for the College Access Challenge Grant (CACG) Program. CACG is a new formula grant program established under Title VII, Part E of Higher Education Act of 1965, as amended, and therefore this is a new collection.


The CACG statute requires grantees to submit an annual performance report on the activities and services implemented under CACG. The APR must include -- 1) each activity or service that was provided to students and families over the course of the year; 2) the cost of providing each activity or service; 3) the number, and percentage, if feasible and applicable, of students who received each activity or service; and 4) the total contributions from private organizations included in the grantee’s non-Federal share for the fiscal year.


The U.S. Department of Education will analyze data presented in the APR to determine if grantees are making substantial progress in achieving the goals and objectives of the grant, and are in compliance with statutory and regulatory requirements. The data will also be used to ensure that funds are used in an allowable, allocable and reasonable manner. Data on program performance measures are also collected as part of the APR. The data will be aggregated and analyzed to determine whether the CACG program is effective.
