Individuals seeking accreditation by VA as claims agents or attorney use VA Form 21 to submit information needed by VA to make initial eligibility determinations. Accredited agents and attorneys are required to file agreements for payment of fees charged for representing claimants. VA is authorize to review such agreements to determine whether fee charges were excessive or unreasonable.

The adjustment is a result of a program requirement reflecting expanded accreditation requirements for agents and attorneys mandated by Congress in Public Law No. 109-461. Public Law 109-461 also transferred the authority for receipt and review fee agreements from the Board of Veterans' Appeals to the Office of the Secretary. VA published a new regulation delegating this authority to the Office of General Counsel. The approval to collect Filing of Representatives' Fee Agreements and Motions for Review of Such Fee Agreements were removed from 2900-0085 to 2900-0605.
