Title 38 section 3683 prohibits VA and SAA (State approving agency) employees from owning any interest in a proprietary school or from receiving specified types of income from private for-profit schools. 38 CFR 21.4202 prohibits any eligible person who is an official in a proprietary school from signing VA certifications. We are modifying this form because Pub.L. 110-252 added chapter 33 of title 38, U.S.C., to the list of educational benefit programs affected by these restrictions. This form is used by proprietary schools to certify that there are no conflict of interests.
