Abstract: The Form I-9 was developed to facilitate compliance with Section 274A of the Immigration and Nationality Act, as amended by the Immigration Reform and Control Act of 1986, making employment of unauthorized aliens unlawful and diminishing the flow of illegal workers in the United States.

Emergency Justfication: This request is tied to the Interim Final Rule titled "Documents Acceptable for Employment Eligibility Verification; 1615-AB69." When the Interim Final Rule is approved the Form must also be approved for use.
