Public Law 99-396 provides for certain aliens to be exempt from the nonimmigrant visa requirement if seeking entry into and stay on Guam as a visitor under certain conditions. It is being expanded to aliens seeking entry into the Commonwealth of the Northern Mariana Islands. This form, the I-760, is the agreement between carrier of the alien and the United States.
Emergency Justification: Public Law 110-229 requires that the Guam Visa Waiver Program which is currently administered by CBP be expanded to include the Commonwealth of the Northern Mariana Islands. This law requires that CBP publish regulations by November 4, 2008. CBP plans to publish an IFR.
