Qualified persons inspect track and take action to allow safe passage of trains. FRA is amending the Federal Track Safety Standards to improve the inspection of rail joints in continuous welded rail (CWR).

The total burden has increased by 250,394 hours from the previous submission. The increrase is the result of both program changes and adjustments, which are specifically enumerated in the answer to question number 15 of the attached Supporting Justification. The current OMB inventory shows a total burden of 1,704,644 hours, while the present submission exhibits a total of 1,955,038 hours. Hence, there is a total increase in burden of 250,394 hours. There is no change in cost from the previous submission.
