Prior terms remain in effect. Public comments suggest that the instructions for this annual report can be made clearer. In addition to the clarifications provided in response to comments, these clarifications should be made in the instructions themselves, prior to fielding the instrument. Also, since this ICR is meant to replace generic 524B, prior to resubmission and renewal of this ICR, ED will consider discontinuing the 524B. If ED does not discontinue 524B, ED's justification should be clearly explained in the supporting statement.

For the Migrant HEP program, a customized APR that goes beyond the generic 524B is requested to facilitate the collection of more standardized and comprehensive data to inform GPRA, to improve the overall quality of data collection, and to increase the quality and quantity of data that can be used to inform policy decisions.

As a new collection, all this burden is considered new and a program change. The annual reporting burden is 2,440 hours. In previous years, the program office collected similar information (not in standardized form) through ED's generic APR form 524B.The reporting templates in the new customized APR will allow the program office to aggregate information for GPRA reporting and will increase data quality.
