The original estimates of the
number of reentry licenses (3) were decreased (to 1) to reflect an
estimate of greater objectivity and realism regarding the actual
capabilities of the commercial space sector. The prior estimate was
higher because the timing of the predicted events were further into
the future than they are today, thereby increasing the uncertainy
of that earlier estimate. Additionally, sufficient time has passed
that a more realistic (and more certain) estimate can be made based
on the progress demonstrated by the commercial space sector
companies.
