The Comptroller's Licensing Manual explains the OCC's policies and procedures for the formation of a new national bank, entry into the national banking system by other institutions, and corporate expansion and structural changes by existing national banks.
This ICR involves no change to the burden of this collection. It takes the procedure used for seeking approval of a noncontrolling investment where the national bank is not eligible for the expedited after-the-fact approval procedure and creates a form. The procedure is found at 12 CFR 5.36(f) and was previously approved under the PRA pursuant to a rulemaking. 72 FR 36550 (July 2, 2007).
The NPRM issued sets forth a number of amendments to the rules, policies, and procedures for national banks' corporate activities and corporate structure. The proposed revisions would streamline application processes and procedures and reduce regulatory burden.
The changes to the Bank Merger Act Application removed outdated statutory references.
