Public Law 101-604(entitled the
Aviation Security Improvement Act of 1990, or "Asia 90", and later
codified as 49 U.S.C. 44909) requires that certificated air
carriers and large foreign air carriers collect the full name of
each U.S. citizen traveling on flight segments to or from the
United States and solicit a contact name and telephone number. In
the event of an aviation disaster, airlines would be required to
provide the information to the Department of State and, in certain
circumstances, to the National Transportation Safety
Board.
The program reporting
requirements have not changed since the previous request for
Extension of a Previously Approved Collection submitted in 2005.
Although an adjustment has been made to the Information Collection
Request, while the number of affected tickets has increased, the
estimated number of respondents has decreased. Both changes reflect
the changing nature of the passenger airline industry; increased
use of Internet booking sites, decreased numbers of and commissions
paid to travel agents, and increased numbers of air travel
journeys. As such, the estimated total hour burden has decreased
and this decrease reflects efficiencies inherent in industry
practice changes.
